What is Energy Saving Plan

As a system that targets to reduce energy through enhanced energy efficient of buildings by stipulating obligations and Energy Performance Index concerning prevention of heat loss, use of energy saving facilities and energy saving designs for efficient energy management of buildings, the Energy Saving Plan has to be submitted pursuant to the Green Buildings Construction Support Act upon application for construction permit of new buildings above a certain scale and the reviewing institute specializing in Energy Saving Plan confirms (technical advice) the appropriateness of the Energy Saving Plan while the local government determines the building permit

Subject of submission

Buildings with sum of gross floor area being more than 500㎡
Building permit pursuant to the Buildings Act Article 11 (Except for substantial repair)
Permit or declaration of change of use pursuant to the Buildings Act Article 19 Paragraph 2
Change of details indicated in the Building Register pursuant to the Buildings Act Article 19 Paragraph 3

Operation system

운영체계에서는 민원인이 지방자치단체(시,군청)에 허가신청을 내면, 지방자체단체에서 KRIEA한국환경건축연구원검토기관에 검토기관지정을 하고 KREIA는 지방자치단체에 검토 및 검토결과 발송을 한다, 또 KRIEA검토기관에서 민원인에게 보완요청 및 보완사항을 전달하면 민간인은 서류보완을 해야하며, 지방자치단체는 민간인에게 승인을 해준다.
